3 AAC 53.700 - Applicability, purpose, and extensions

(a) The provisions
of 3 AAC 53.700 -

AAC 53.720 apply to all local exchange carriers and
facilities-based intrastate interchange carriers certificated by the
commission.
(b) The purpose of
3
AAC 53.700 -
3
AAC 53.720 is to
(1)
establish a plan defining requirements for the modernization of the
public-switched telephone network in the state;
(2) improve the quality and availability of
telecommunications services uniformly deployed throughout the rural and
non-rural areas of the state;
(3)
assure the establishment of telecommunications services and facilities that may
be required by the public convenience and necessity and the furnishing of
service at rates that are just and reasonable; and
(4) lead to uniform deployment of an
intelligent telecommunications network throughout the rural and non-rural areas
of the state.
(c) Unless
otherwise mandated under AS 42.05, a requirement in

AAC 53.700 -
3
AAC 53.720 may be extended for up to five years by
order of the commission upon application under
3
AAC 48.805 and a showing that the required technology
is not commercially feasible.
