Utah Admin. Code R23-1-707 - Proposals and Modifications, Delivery and Time Requirements
(1) Except as provided in Subsection
R23-1-707(5),
proposals and modifications to a proposal submitted electronically or by
physical delivery, after the established due date and time, will not be
accepted for any reason.
(2) When
submitting a proposal or modification to a proposal electronically, offerors
must allow sufficient time to complete the online forms and upload documents.
The solicitation will end at the closing time posted in the electronic system.
If an offeror is in the middle of uploading a proposal when the closing time
arrives, the system should stop the process and the proposal or modification to
a proposal will not be accepted.
(3) When submitting a proposal or
modification to a proposal by physical delivery, U.S. Mail, courier service,
hand-delivery, or other physical means, offerors are solely responsible for
meeting the deadline. Delays caused by a delivery service or other physical
means will not be considered as an acceptable reason for a proposal or
modification to a proposal being late.
(4) All proposals or modifications to
proposals received by physical delivery will be date and time stamped by the
division.
(5) To the extent that an
error by the division results in a proposal or modification to a proposal not
being received by the established due date and time, the proposal or
modification to a proposal shall be accepted as being on time.
