Utah Admin. Code R307-316-6 - Compliance Determination and Schedule
(1) Compliance
with the NOx emission requirement listed in Subsection R307-316-4(1) shall be
determined according to the following procedures:
(a) U.S.EPA Reference Method 7E,
Determination of Nitrogen Oxides Emissions from Stationary Sources;
(b) a continuous in-stack nitrogen oxide
monitor or equivalent verification system in compliance with 40 CFR Part 60
Appendix B Specification 2;
(c)
other EPA-approved testing methods acceptable to the director; or
(d) combustion analysis as part of a regular
maintenance schedule.
(2)
Compliance with the CO emissions requirement listed in Subsection R307-316-4(1)
shall be determined according to the following procedures:
(a) U.S.EPA Reference Method 10,
Determination of Carbon Monoxide Emissions from Stationary Sources;
(b) a continuous in-stack carbon monoxide
monitor or equivalent verification system in compliance with 40 CFR Part 60
Appendix B Specification 4;
(c)
other EPA-approved testing methods acceptable to the director; or
(d) combustion analysis as part of a regular
maintenance schedule.
(3) Compliance Determination shall be
conducted according to the following frequency:
(a) once every three years for units with a
rated heat input capacity greater than or equal to 10 MMBtu/hr, except for
boilers subject to Subsection R307-316-6(1)(b) and Subsection R307-316-6(2)(b);
and
(b) once every five years for
units with a rated heat input capacity less than 10 MMBtu/hr but no more than 5
MMBtu/hr.
(4) Provided an
emissions test is conducted within the same calendar year as the test required
in Subsection R307-316-6(3), an owner or operator may use the following
emissions tests to comply with Subsection R307-316-6(3):
(a) periodic monitoring or testing of a unit
as required in a Title V permit; or
(5) The compliance schedule for
this rule shall begin on November 1, 2024.
