Utah Admin. Code R380-65-2 - Definitions
(1) "Administer" means the direct application
of a prescription drug, whether by injection, inhalation, ingestion, or by any
other means, to the body of a human patient.
(2) "Controlled Substance" means the same as
defined in Section
58-37-2.
(3) "Declaration of Emergency" means the
declaration of a national emergency pursuant to federal law, a state emergency
pursuant to Section
53-2a-206,
a local emergency pursuant to Section
53-2a-208
or a public health emergency pursuant to Section
26-23b-104.
(4) "Department" means the Utah Department of
Health and Human Services.
(5)
"Dispense" means the interpretation, evaluation, and implementation of a
prescription drug order or device or nonprescription drug or device under a
lawful order of a practitioner in a suitable container appropriately labeled
for subsequent administration or use.
(6) "Distribute" means to deliver a drug or
device other than by administering or dispensing.
(7) "Health care resource" means the same as
defined in Section 26-1-43.

"Public health emergency" means the same as defined in Subsection
26-23b-102(9).
(9) "Scarce health care resource" means the
same as defined in Section 26-1-43.
(10) "Strategic National Stockpile" means a
national repository of antibiotics, chemical antidotes, antitoxins, life-
support medications, IV administration, airway maintenance supplies, and
medical or surgical items.
