authorize this rule.
(2) This rule
establishes minimum standards for the sanitation, operation, and maintenance of
a body art facility and a temporary body art facility, as defined by this rule,
and provides for the prevention and control of hazards associated with body art
industries that are likely to adversely affect public health and wellness,
including risk factors contributing to injury, sickness, death, disability, and
the spread of disease.
