Utah Admin. Code R432-152-13 - Human Rights Committee
(1) The
licensee shall designate and use a specially constituted committee consisting
of:
(a) members of the facility
staff;
(b) parents or legal
guardians;
(c) clients, as
appropriate;
(d) qualified
individuals who have experience or training in contemporary practices to change
inappropriate client behavior; and
(e) individuals with no ownership or
controlling interest in the facility.
(2) The committee outlined in Subsection
R432-152-13(1)
shall:
(a) review, approve, and monitor
individual programs designed to manage inappropriate behavior and any other
programs that the committee considers to involve risks to client protection and
rights;
(b) ensure that these
programs are conducted only with the written informed consent of the client,
parent, if the client is a minor, or legal guardian; and
(c) review, monitor and make recommendations
to the licensee about its practices and programs as they relate to:
(i) medication usage;
(ii) physical restraints
(iii) time-out rooms;
(iv) application of painful or noxious
stimuli;
(v) control of
inappropriate behavior;
(vi)
protection of client rights and funds; and
(vii)
any other area that the committee identifies as risks to client
protection and rights.
